Background
Instead of reviewing Block Producers and voting directly for them. We review the Voter Proxies and rate them from one to three. Then we compile a weighted list of BPs those proxies vote for, and we vote for the top 30. Every day we refresh our BP votes, and every month we refresh our VP ratings
